Important Times
Note: First Let's start with some basics.
All times on Neopets are based on Neopian Standard Time (nst). These are the same as Pacific time. The easiest way to find out the difference between (nst) and your time is to visit Neopets "World" page. Check their time and see the difference between their time and yours.

Shop Restock Times

The shop restock times are completey random.
Note: The 3rd day of each month is 1/2 Price Day in Neopia. Every item in the Neopets Shops (not user shops) goes on sale for 1/2 price. This is a great opportunity to shop for items to sell in your personal shop.

Employment Agency Times

On the Hour
10 minutes past the hour
20 minutes past the hour

Balthazar's Mega Faerie Giveaway: 6am (nst)
The Health Frog Giveaway: 7am (nst) Daily
Muntando Fruit Giveaway: 10:45am or pm (nst)
Chocolate Giveaway: 5:30pm (nst) Sunday
These items are given away on the Neopets Money Tree. You have to be very quick because they go fast!!!

Note: These times I have found listed on several web sites. I do not know if they really work. All the sites say that you must be there at Exactly the time, not 1 second off to get it. Personaly, I hardly ever get anything anymore from the Shrine. I thought it was because my neopet has reached a certain level, but I can't tell you for sure.
Raise Speed by 1: 5 minutes after the hour.
Raise Speed by 10: 5 minutes and 5 seconds after the hour (now wouldn't this one be nice)
Raise Defense: 5 seconds after the hour
Raise Strength: 30 minutes after the hour
Raise Hit Points: On the Odd hours
Raise Level: On the Even Hours
Dubloons: 55 seconds past the minute
